Have you recently installed any new custom content? Sims, lots, any cc? If so, then try removing the new cc — don’t delete it, just move it into a different folder for now. Then see if it works. If it does, then you will need to add back the new cc one piece at a time, checking to make sure your game works, before adding another piece in. When you find the piece of cc that messes your game up, delete that piece and then keep testing.
You can also try to delete a file called groups.cache as sometimes this files gets messed up and deleting it can help. The game just regenerates a new one the next time you play.
You can find your downloads here:
    My Documents/EA Games/The Sims 2/Downloads
Oh, but if you install sims to get your cc, then also pull out any items that are in the Saved Sims folder.
The groups.cache file is found here:
    My Documents/EA Games/The Sims 2 — scroll down and it’s just a file, not a folder.
